Welcome aboard….

It is the purpose of the PAL Center to make school van transportation a safe and pleasant experience.

Attached are the Rules and Regulations to assist YOU AND YOUR STUDENT(S) in understanding their responsibilities while riding the PAL Center Vans. These rules will assist in assuring safe and proper travel to and from school; and are to be observed while riding the van and waiting at the van stops.

It is realized that not all students receiving Rules and Regulations are van riders at this time, but sometimes during their school year, they will be experiencing a ride on a school van. Please help us make it a SAFE AND PLEASANT one.

TRANSPORTATION GENERAL REGULATIONS

At the beginning of the school year, parents will be notified of the regulations and laws relating to pupil transportation in the State of California, school policy and what is expected of students who are transported in a school van. Students must respect the authority of the van driver. Continued disorderly conduct of pupils while they are on the van or being escorted across a street or road shall be sufficient reason for the pupil to leave the van reroute between home and school or other destinations.

The van driver will assist in the supervision of students loading and unloading at the school and drop off points. All drivers will work directly under the supervision of the building Lead Administration and notify Lead Administration of the off van-related problems.

All teachers and athletic personnel who are involved in field trips or athletic events will be given a copy of district regulations to inform them of what is expected.

The van driver/staff is in charge during the trip; however, the teacher or advisor is expected to accompany students on any trip out of the school district. “Van Conduct Reports” shall be used for disciplinary action after the van driver has reasonable efforts to control student conduct. The number of reports will not determine the automatic denial of transportation. When the Lead Administration or designee receives the “Van Conduct Report”, action will be taken. Denial of transportation and notification of parent or guardian will be the responsibility of the school administrator at the request of the school van driver.

Van drivers, Lead Administration or their designee will confer with each other regarding students who are causing problems while riding the van. Van drivers should be encouraged to meet and discuss these differences, if necessary.

STUDENT CONDUCT ON SCHOOL VAN-STANDARDS

Providing transportation for students is a supplementary service provided by the PAL Center and PAL Carter Academy. The opportunity to utilize this transportation service is dependent upon continued cooperation and safe conduct of each passenger.

The following rules and concerning conduct for the van riders should be clearly communicated to all students and teachers. The rules will be listed in the student

handbook.

 

A. STANDARD OF GOOD AND SAFETY FOR VAN RIDERS

1. Students shall arrive at the stop no more than five minutes before departure time.

2. Students shall board the van in an orderly manner at the scheduled time and only at the scheduled stop. A student may not ride a van unless he has been assigned to the van.

3. Each student shall be seated as directed by the van driver, and every pupil shall remain seated until he reaches his/her destination. A school van may not be put in motion until all pupils are seated with their safety belts on.

4. Students under the authority of, and directly responsible to, the van driver as seated in the regulations of the State Department of Education.

5. Student passengers may talk to each other in conversational tones while the van is in motion.

6. No open containers or food will be allowed on the van.

7. A student may not leave his seat until the van comes to a complete stop

8. No pets aboard the bus except for a licensed guide dog for the blind. Students shall leave the van in an orderly fashion; if it is necessary to cross the street, students shall do so only in front of the van as directed by the driver.

9. Balloons are not permitted on a school van.

10. Skateboards will not be permitted on a school van.

11. Students must not be in violation of the school dress code.

B. Disorderly Conduct of Van Riders

The Lead Administrator and Van Driver are responsible for the orderly conduct of pupils transported. Continued disorderly conduct or persistent refusal to submit to the authority of the driver shall be sufficient reason for a pupil to be denied transportation. The following are examples of disorderly conduct.

A. Opening the vehicle doors.

B. Manipulating or disturbing any of the instruments in the driver's compartment.

(Switches steering gear, gearshift, and brake.)

C. Operating the door mechanisms or interfering in any way with its operation

D. Exposing arms or any part of the body outside the van window.

E. Refusing to cross the street as directed by the van driver.

F. Throwing objects at, inside, or out of the school van windows.

G. Spitting on other people.

H. Continuous boisterous conduct, fighting, shouting, using profanity or obscene gestures, etc.

I. Refusing to remain seated while the van is in motion.

J. Lighting matches or cigarettes; smoking

K. Consuming food or beverages while in the van.

L. Graffiti, tagging, writing or damaging any school property including PAL vehicles will result in immediate removal from transportation.

M. Students that miss three consecutive days that are unexcused may lose transportations privileges. (All unexcused absences must be verified and approved by

Director or Principal)
